My mom always let us have freedom when it came to what we wore and what we wanted our hair like. He just wants to express himself through his hair, theres nothing wrong with that.

I think you should let him. You may not think it looks good, but if you let him get it it could make him feel better about himself. I think that the extremity of hairstyles doesnt matter, because you can shave it off and it'll grow back again.
