I worked in a theatre and we done this look all the time section your hair into 2 inch squares spray lightly with hairspray and use large hot rollers and fix in roll the hair so that all the rollers are vertical do this all over once rollers are cool brush each one through once individually with a wide tooth brush or if you only got rollers heat with hairdryer for 10 mins then let cool down then once col do the same.

If you haven't got curling irons then rag roll it (see the websites below) if you just want the curls then just roll the rag half way up your hair! Roll the rag loosely for for nice waves like your photo.
